Abt email abuse reporting???

somebody is accessing my personal email. i found tht many of my mails wre deleted and some mails wre send from my mail too wht out my knowledge.. anybody can tell me wre shall i report such an abuse.. is tre agency in operation tht trakcs such cases n penalize the culprit..
