If someone hits your vehicle and gets arrested for a DUI, how do you get their insurance info?

Last Saturday while my friends car was parked on the street outside her house, a drunk driver plowed into her car, as well as two others. The girl tried to leave the scene but couldn't because she smashed up the front of her car pretty good and popped a tire. When the police showed up she was arrested and it turns out that her penger was actually the owner of the vehicle, but she was "too drunk to drive" so she gave the keys to her "less" intoxicated friend. My friend wants to get in touch with the girls insurance to file a claim but the police won't give out any information, including the police report from that evening. My impression is that police won't give that information out to protect, in this case, the drunk driver. But my friend is frustrated because at this point it looks like she will have to pay her deductible out of pocket even though the drunk driver's insurance should take care of it. Is she just out of luck or is there a way to find out the driver's information?
